There are a lot of great inexpensive ways to theme a
child's room for a train lover!. Try adding to what you already have.
Invest in a simple train stencil, and use it in
creative ways...a train on the front of each dresser
drawer, in a border around his headboard, as a border
on sheets and pillowcases, (use fabric paint), on curtains, or even
on a floorcloth that you paint with tracks so they can
play with their play trains on the floor.

Try getting some craft foam sheets (get them at the
craft store, they look like construction paper, but
made out of foam so thicker) and cut them into simple
trains with scissors, then use as wall hangings. You
could even get more complex, cut details out of other
colors of craft foam, and glue on. By the way, the
craft foam sheets sell for about 40 cents a sheet,
pretty cheap!

Another option would be to look for little inexpensive train toys, then glue them to the edge of shelving units, you could even line them up like a train on the track. This could also be done along window or door molding.
